Help Vito ignition problem

Hi. I am in the process of buying a very cheap Vito van. 109 '04 reg.
Its cheap because it doesn't run. Someone apparently squirted WD40 in the ignition.
Don't ask me why. Has anyone had ignition problems before and any idea as to solution?
It has a plastic type key.
